Fossil-free and Circular Procurement

The Procurement Panel is a platform for fossil-free and circular procurement, aiming to facilitate networking, exchange experiences, gather opinions, and disseminate results in this area.

Public procurement accounts for approximately 800 billion Swedish kronor annually, representing about half of Sweden's total territorial climate emissions. Therefore, the implementation of efficient and targeted procurement routines is of great importance for Sweden to meet its international climate commitments. The Procurement Panel aims to provide information on how public procurement can promote overall climate efforts and develop through concrete tools based on quantitative data.

The procurement field is complex and requires a structured approach. A proven method is to follow the process used in environmental and quality management systems by planning, executing, following up, and improving the work.

Municipal Climate Target Work

Many municipalities and regions are working on formulating climate targets, partly focusing on procurement issues. The business sector in Sweden specifies its climate targets in roadmaps and through Science-Based Targets on a global level.

International Outlook

Achieving global climate targets requires common methods and tools for fossil-free and circular procurements. Work is ongoing with standardized approaches through ISO standards and the EU's climate initiative "Fit-for-55."

Environmental spend analysis is a tool to help organizations identify their main climate-impacting procurement categories. An increasing number of municipalities are showing interest in using environmental spend analyses as a strategic procurement tool.

Circular procurement is an important part of achieving a circular economy. The challenge lies in defining criteria for different materials with various circular properties. A searchable database facilitates the ability to set effective requirements.
